Economic, social and cultural (ESC) rights are universally recognized. The major human rights instruments dealing with ESC rights are ICESCR, UDHR, Women's Convention and the Cairo Declaration. Although, ESC rights are termed as goals and aspirations, which, as some scholars argue, are not justiciable. However, there have been serious efforts to resolve the issue of justiciability by drawing a line of distinction between different kinds of perfect and imperfect obligations. The States have both such obligations to realize and promote ESC rights for its people. The Book explores and examines discrimination against women in the Azad Jammu and Kashmir (AJK). Focusing on three women's ESC rights-education, employment and health-it links the AJK's constitutional framework on such rights to International Covenant on ESC rights and other key instruments, such as, the Women's Convention and the Cairo Declaration. The Book argues that the ESC rights of women may be progressively realized and promoted through legislation and formulation of policy programmes and effective implementation.
