This book was derived from the results of a study conducted by the authors in Bicol Region, Philippines where billboards have become a public issue when disaster occurred in Metro Manila during the Typhoon Milenyo in 2006. The government decided to regulate billboards by issuing AO 106 and AO 106-A as the legal bases for the Operation "Baklas Billboards" of the Department of Public Works and Highways. Bicol Region is a typhoon-prone area, thus, disaster risk management is strongly implemented by government agencies and local governments. The DPWH Region V has relentlessly implemented the Program to mitigate disaster and to prepare the population for calamities. This study derived from the interest of determining the status of implementation of the Operation "Baklas Billboards" by the Department of Public Works and Highways Regional Office 5. The book will be of help to government agencies and officers who are engaged in disaster risk reduction as it focuses on road safety and the role of government in regulating billboards which are seen as hazards and risks during disasters. Academics and researchers will gain insight into the mechanics of program assessment.
