The book explores the disjuncture between urban governance and local democratic politics. It brings together academic debates on democracy, power, informality and citizenship to look at how governance is experienced, contested and enforced in Hout Bay, Cape Town. Qualitative research conducted over an extended period of time is used to explore a series of contests that range from housing and service provision through to smuggling, bringing together elements of development and decision-making that are often treated separately within a coherent understanding of urban politics and rule.
