This book seeks offers accounts of the ways in which Chinese engagement with Latin America will shape the regional and global order with impacts for development, peace, and equity. It also pays close attention to the traditional role played by the USA in the region, how China differs, and the increasingly triangular relationship between the USA, China, and Latin American countries. The contributors analyze various economic dimensions, including trade, infrastructure, and finance, and the historical, sectoral, regional, and national stories seek to change the narrative on China-Latin American relations. In particular, the book argues that there are opportunities for international cooperation to secure gains in the region, but only if the US and China alter their behavior and Latin American countries work collectively and in more coordinated fashion. Together, the chapters offer coherent social science analysis, policy frameworks, and empirical detail to understand and navigate increased Chinese engagement with Latin America.

Aaron Schneider. Professor Schneider’s work focuses on the intersection of wealth and power, and he has conducted research in Latin America, India, and Sub-Saharan Africa. In particular, he emphasizes the study of public finance as a window into the political economy of development and democracy. The way governments secure contributions from key social groups and how states decide what to do with the money tells a story about the nature of national political communities—who is in, who is out, and who will enjoy what benefits of membership. His books and articles address state-building, democracy, and development in Latin America and South Asia, urban politics and development in the United States, and the challenges of digital transformation.

“The extraordinary expansion of China’s ties to Latin America marks a turning point in the region’s engagement in the international arena, and this timely volume illuminates the implications across key countries and sub-regions as well as different economic and strategic domains.”

—Eric Hershberg, Professor of Government, American University

“This volume not only presents a rich and comprehensive analysis of China-Latin American relations, it also offers important insights into China’s overall economic, foreign policy and geopolitical strategies and limitations as an emerging global power. Required reading for anyone interested in a deep and contextual analysis of China and world order.”

—Amitav Acharya, Distinguished Professor of International Relations, American University

“The volume makes an important contribution to the literature on China’s rising power behavior in one of the most important regions of the world. Strongly recommended for anyone who is interested in Chinese foreign policy, great power relations, and regional dynamics in Latin America.”

—Suisheng Zhao, Professor, Josef Korbel School of International Studies, University of Denver, and Editor of Journal of Contemporary China

This book offers accounts of the ways in which Chinese engagement with Latin America will shape the regional and global order. The historical, sectoral, regional, and national stories told here seek to change the narrative on China-Latin American relations. In particular, the book argues that there is room for cooperation between the US, China, and Latin American nations towards development, peace, and equity.

Alessandro Golombiewski Teixeira is Professor of Public Policy at School of Public Policy and Management at Tsinghua University and Professor of International Business at Schwartzman College, Tsinghua University, China.
