AUTHOR'S NOTE This manuscript documents a breakthrough in the important area in which physics, chemistry and biology meet: the area of aqueous solutions. Unexpectedly the breakthrough, as embodied in the description of periodic hydrational potentiality, yielded an explanation of the origin of the system of irregular fractional atomic weight values held in high esteem in contemporary chemistry. Since any revaluation inevitably would become controversial it has been considered necessary, even at the obvious price of repetitive tabulations, to utilize in so important a documentation the safest criterion of integrity known to science: agreement between predicted and observed values. As compensation the treatment extends to the lay reader the unusual experience of sharing in the excitement attending a critical development in science since this is a first showing, not a rerun. There is here the drama of entering, however slowly and with faltering steps, a new phase of understanding having an intimate relation to life. Retrospectively there was earth, air, water and fire, - but these were not enough, Beyond these the mysteries were allocated to supernatural forces. Yet herewith enter new potentialities for natural forces, and even what we call beauty becomes revealed as a natural outgrowth of the behavior patterns of atoms, - patterns conferring the rewarding satisfaction inherent in a recognition of basic order.
