Flood hazard is one of the most disastrous risk in various countries of the world that impact on loss of life , infrastructure and damage of property at large. In earlier period, in arid and semi arid area floods taken as a very important resource. Mean while, due to extreme climatic disturbance on land degradation, flood risk turn into harmful that likely impact on people and entire natural environment (UN,2009). To day many countries hit by flood in different place and time which lead to loss of many people including their property. Although, flood risk cover many part of the world , the impact is highly aggravated in developing countries where majority of population under poverty line due to weak socio-economic, high illiteracy level and financial problems. Due to this fact, for many people difficult to cope up the impact of flood (WMO,2009). Ethiopia is one of the country which is more vulnerable for climate change. Extreme events like floods exposed people for injuries, incur economic losses, damage habitats and various urban infrastructure(FDRE, 2007). In Ethiopia flooding is a problem mainly along the river areas which affecting productivity of agricultural land.
