The Human Rights Based Approach (HRBA) is emerging as one of the conceptual programming frameworks aimed at mainstreaming the core human rights principles into the national development policies and programmes. To this end, the UN agencies are focusing on promoting the concept and simultaneously building the capacities of national governments who are the duty bearers to respect, fulfil and protect human rights Many UN agencies have already started to experiment with the new approach in conjunction with the Results Based Management which has been in practice since late 1990s in the UN system. So far only a few practical models and guidance is available to development practitioners. Thus, the above study, is an attempt to demonstrate how the two approaches could complement each other in the IAEA Technical Cooperation Programme. The key question is, 'what will change at the organizational level (inward looking change) and programme level (outward looking change) with the adoption of HRBA in complementarity to RBM
