This Handbook focuses on strengthening mining staff capacity in air emission control and adopting best environmental practices to ensure sustainable development of coal mining projects in Vietnam. It is a part of Technical Assistance program funded by ADB to assist EVN and DONRE in building their capacity to manage and mitigate environmental risks associated with the coal mining activities. Emission factor data and factal analysis techniques are utilized for the quantification of mine dust, actual contribution of air pollutants and emission rates of air pollutants. A scheme for a practical pollution control is formulated, which can be considered as a pragmatic approach to coal mining pollution. The outcome of this Handbook will aware the mine officials about the actual contribution of pollutants by the mine and its impacts due to the dispersion of pollutants in the surrounding locations, which will enable them to take appropriate steps to have a right kind of balance between sustainable development and environmental management. It would also enable the regulatory agency to implement the polluter pays principle appropriately.The methodology adopted have formed a guideline.
