Dr Timothy Brain is the former chief Constable of Gloucestershire Police. He is chair of ACPO's Finance Business Area and is heavily involved with the financial aspects of force re-structuring. He is also a historian with a PhD in History and is an Honorary Research Fellow at London South Bank University. He has written both historical publications as well as a large number of policing articles and reviews.
