GENE R. CARTER is executive director of the Association for Supervision and Curriculum Development (ASCD). He is also a former school superintAndent and has won numerous awards in leadership. WILLIAM G. CUNNINGHAM is professor of educational leadership at Old Dominion University in Norfolk, Virginia, and is a national consultant in educational leadership and innovation.
