The research study assessed the academic advancement and the 21st century skills of the public elementary schools of Pilar District, Cebu for school year 2017-2018. The Key Results Areas domain of the Result - Based Performance Management System (RPMS) criteria, competencies and the manifestation of the teachers for 21st century skills are assessed using structured questionnaires. Results revealed that elementary teachers of Pilar district showed an overall rating of moderately competent performance for academic advancement based in the RPMS criteria and are competent for the 21st century skills in terms of effective communication, information, media and technology skills, learning and innovation skills and proficient in terms of the life and career skills. Statistics showed that teachers' 21st century skills are very highly correlated with Teachers' Competency Level in KRA. Thus further improvement and development of the 21st century skills of teachers considering professional profile.
