Assembly members serves as the agents of development at the local level and are also expected to champion the interest and the opinions of the local people into the developmental process and as such one will expect that people will come out in their numbers to elect qualified and competent people who will best represent their needs and aspirations at the Assembly and lobby for developmental projects in the district but the opposite happens to be the case as District Assembly elections in Ghana's fourth republic has experienced low participation by the people and as such there is the need to investigate the factors that are accounting for this phenomenon so as to suggest innovative ways to help overcome this problem with and hence the essence of this work. Elections, in general, be it national or local to elect could be said to be one of the major mechanisms by which societies are effectively linked with the key institutions of the state due to the fact that election serves as one, if not the most important mechanism through which leaders are held accountable by their electorates and as such it is expected that greater attention is given to all types of elections conducted.
