Water is an inappropriate right for all living beings on the planet, however, today it is a commodity that is increasingly difficult to obtain and of good quality for the underprivileged who live on the outskirts of cities. The struggle for the right to water is becoming more and more notable and there are still murders of environmentalists who defend the forests, as in the case of the Nabua communities in the Cholulteca region where the Bonafont company has benefited from the concession and extraction of subway wells. Water governance has been politicized to the point of not resolving conflicts, as in the case of the La Parota and El Zapotillo dams (the former for the generation of electricity and the latter for the supply of drinking water to the Bajío region). This book offers a series of hypotheses on the causes of water scarcity, as well as a series of alternatives to mitigate risks, natural and urban disasters from the context of vulnerability and resilience.
